ARCADIS <br /> Section 6.0 presents the proposed PEA report preparation. <br /> Section 7.0 presents the proposed work schedule. <br /> Section 8.0 presents the references used in preparation of this PEA Work Plan. <br /> Appendix A presents the QAPP and describes QA/QC measures to be used during <br /> project execution to provide an appropriate level of assurance that the data collected <br /> during the PEA meet project data quality objectives to support risk-based decisions <br /> regarding site acceptability for public use. The QAPP also contains analytical methods, <br /> screening levels, and reporting limits. <br /> Appendix B presents the site-specific HASP. <br /> Appendix C presents the project organization chart. <br /> Appendix D presents photographs of the Site taken during the site reconnaissance on <br /> April 14, 2010. <br /> Appendix E presents a table with DTSC comments and ARCADIS responses to <br /> comments. <br /> 2.0 SITE BACKGROUND <br /> Records reviews, site background research, and a site reconnaissance were conducted <br /> by ARCADIS to collect pertinent site information. Numerous information sources were <br /> reviewed, including owner/operator records, maps, and photographs. A site <br /> reconnaissance was conducted by Mr. Gibbs and Ms. Haines on April 14, 2010 to <br /> document indications of possible releases and to photograph the general site conditions <br /> (Appendix D). <br /> 2.1 Site Description and Location <br /> The Site is an approximately 4-acre parcel addressed as 1085 South Union Road in <br /> Manteca, San Joaquin County, California. The Site is located in a predominantly <br /> residential area. The Site is bounded by residential properties to the south, west and <br /> north. Brock Elementary School adjoins the Site to the southwest. Sequoia Christian <br /> Academy of Manteca and the Manteca Fire Prevention/Fire Department are located <br /> across South Union Road to the east of the Site. Site boundaries shown on Figure 2 are <br /> approximate. <br /> During ARCADIS' site visit conducted on April 14, 2010, the eastern and western <br /> portions of the Site were generally undeveloped and covered with trees and tall grasses. <br /> An abandoned residence, barn, workshop, silo, several wooden sheds, the concrete <br /> foundation of a former structure, and two abandoned vehicles were observed on the <br /> central portion of the Site. In addition, several storage containers that formerly <br /> contained chemicals were observed situated in the central portion of the Site.
