ARCADIS <br /> 2.1.5 Township, Range, Section, and Meridian <br /> According to on-line public reference databases, the Site is located in Section 6 of <br /> Township 2 South, Range 7 East, Mount Diablo Baseline and Meridian. <br /> 2.1.6 Maps of Site <br /> A Site Location Map is included as Figure 1. A Site Plan is included as Figure 2. <br /> 2.2 Regulatory History and Status <br /> The DTSC is currently providing oversight for the PEA under the State Orphan <br /> Program. This program is for sites which there are no funds for cleanup through the <br /> responsible parry and hazardous substances may threaten the people or environment of <br /> California. <br /> According to information provided by the DTSC, state and local agencies involvement <br /> in the Site began in 1984 in response to a complaint. An inspection revealed that Mr. <br /> Larry Gordon was engaged in chemical reformulation and repackaging of chemicals for <br /> resale but he did not hold the required permits. From 1984 through 1986, the San <br /> Joaquin County District Attorney's Office along with the California Department of <br /> Health Services (DHS) (a predecessor to the DTSC) conducted enforcement actions. In <br /> 1986, a permanent injunction was obtained prohibiting the property owner, Larry <br /> Gordon, dba Gordon Research Company, dba U.S. Subproperty, from handling, <br /> treating, storing, or disposing of hazardous substances or wastes. <br /> In 1988, a joint inspection of the Site was conducted by the DHS staff, the Manteca <br /> Fire Department, and the County District Attorney's Office. At the time of in the <br /> inspection, a portion of the property was surrounded by a fence. Within the fenced <br /> area, 10 to 20 drums were noted stored within a fenced area. Mr. Gordon denied any <br /> activities involving past chemical reformulation or repackaging. The inspectors noted <br /> that the drums appeared to have markings similar to military specifications. <br /> It is believed that from 1986 through 1996, Mr. Larry Gordon honored the restrictions <br /> of the injunction obtained by the DHS and no substances or wastes were present on site. <br /> A 2007 inspection noted unlabeled containers, high-pressure cylinders, and open <br /> containers with handwritten notations. The containers were exposed to the elements, <br /> and some were deteriorated and leaking. Approximately 10 to 20 compressed gas <br /> cylinders were observed that were not labeled or stored in a manner consistent with <br /> industrial standards. <br /> On November 28, 2007, the DTSC issued an Imminent and Substantial Determination <br /> and Order that specified the assessment and remedies necessary to address existing <br /> conditions at the Site.
