ATC Associates Inc.
CvvATC _ 17 Lone Palm Avenue, Suite B
Modesto, California 95351
209-579-2221
ASSOCIATES I N C. fax: 209-579-2225
February 11, 2005
54.33778.0004
Ms. Margaret Lagorio
San Joaquin County Environmental Health Department
304 E. Weber Street, Third Floor
Stockton, CA 95202
Subject: Workplan for Subsurface Investigation at 17327 South Van Allen Road, Escalon,
California
Dear Ms. Lagorio:
ATC Associates Inc. has prepared this workplan, on behalf of The Lyle Company and AT&T
Wireless (AWS), for the performance of subsurface investigation activities at the above
referenced site. The purpose of the subsurface investigation is to evaluate the extent of petroleum
impacted soil at the site, if any, as part of due diligence and worker safety investigations prior to
the erection of a telecommunications tower and equipment compound. The potential for
petroleum hydrocarbon impacted soil arises from two former"farm" USTs located in the vicinity
of the planned telecommunications compound.
The scope of work includes advancing up to three GeoprobeO soil borings; analysis of selected
soil samples; and preparing an investigation report detailing site activities. The scope of work is
described in detail in the following paragraphs.
SITE LOCATION
The site is located on the west side of South Van Allen Road as shown on Figure 1. The location
is a residential and agricultural area. The site is currently occupied by an almond orchard and a
residence with related storage buildings.
BACKGROUND
In the late 1980's, two small"farm" underground fuel storage tanks (USTs) of unknown capacity
were removed from the site. No soil sampling or analysis was performed at the time of the tanks'
removal, and their disposal is not documented.
AT&T Wireless is proposing to construct a telecommunications tower and compound
approximately 40 feet north of the location of the former USTs, with utility trenching that will
come as close as 20 feet to the north of the former USTs.
wAwordpro\33778\0004\wkp.doc I
