S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BSC ESPRESS TRUCK&TRAILER REPAIR 1 1850 PARK ST, LATHROP December 16, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS:The following were observed on the North East side of the property along the fence: <br /> -Three 1 gallon containers with unknown contents. <br /> -One white 5 gallon bucket with unknown contents. <br /> -Seven 1 gallon containers with engine oil. Operator could not determine if engine oil were waste or product. <br /> The following were observed on the South side of the property along the fence: <br /> -Approximately Twenty 1 gallon containers with unknown contents; hazardous waste determination. <br /> The following were observed in the North side of the facility: <br /> -Two 55 gallon drums with unknown contents; label on container states it is concentrated aluminum brightener. <br /> -Three 5 gallon buckets with unknown contents. <br /> -Two 5 gallon water jugs with coolant. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately make a hazardous waste determination for each waste mentioned above, <br /> and manage it according to Title 22 CCR. Use Safety Data Sheets(SDS),waste sampling and test results or other <br /> knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in <br /> Title 22 CCR including sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes <br /> determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your <br /> hazardous waste generator status. <br /> This is a Class II violation. <br /> 104 CCR 66262.34(4)(2)No modified contingency plan. <br /> OBSERVATION: A complete modified contingency plan was not posted at the facility. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator,the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility.
