The DO inspected the facility on 5/28/19 and on 6/28/19.The DO reportwas conducted 31 days after the 5/28/19 inspection and not within 30 days as stated by regulation. During the designated operator inspection,the designated operator shall review the alarm history for the previous month, check that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with documentation taken in response to any alarms to the monthly report. Ensure that designated operators performing inspections at least once every 30 days at this facility and are including all of the required information on the reports. This is a repeat violation, Class II. 301 HSC 25292.1(a)UST system is not operated to prevent unauthorized release, including spills and overfills. Fuel filters were observed outside of under dispenser containments 1/2, 3/4, and 7 at the facility.The underground storage tank system shall be operated to prevent unauthorized releases. Immediately contact a properly licensed, trained, and certified contractor to replace or upgrade the component under permit and inspection (if required)of the EHD. This is a Class II violation. 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The UDC 5/6 sump sensor was on top of the product pipe inside the UDC and not located to detect a leak at the earliest opportunity. Furthermore, UDC 7A sump sensor was tilted what appeared to be more 45 degrees and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. This is a Class II violation. 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. Fuel filter in UDC 1/2 was observed to have a seepage, indicating a leak in the primary piping. All primary containment for the UST system must be tight. Immediately have a properly licensed,trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. This is a minor violation.
