Hoses attached to the boots were <br /> looped upward and not positioned in a way that leaks will be detected at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to ensure that any <br /> releases in the piping in the UDCs will be detected at the earliest opportunity. <br /> This is a repeat violation, Class ll. <br /> 318 CCR 2666(c), 2643(c)(1)Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. <br /> OBSERVATION: The Red Jacket FX1 V line leak detector in the 87 STP sump failed to detect a leak when tested. <br /> REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: The leak detector was replaced with a VMI 99 LD 2000 leak detector and retested during <br /> the inspection. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 320 CCR 2635, 2637.2,2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> OBSERVATION: Overfill prevention testing has not been conducted. The Designated Operator's monthly reports <br /> provide an Overfill Test date of July 17, 2018. No work order and/or test results were found. <br /> REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October <br /> 13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br /> CORRECTIVE ACTION: Immediately schedule this testing and provide 48 hours notification to the EHD. Ensure all <br /> future testing is conducted within required time frames.
