OBSERVATION: Test boots on the piping in the UDCs were not pulled back. Hoses attached to the boots were looped upward and not positioned in a way that leaks will be detected at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to ensure that any releases in the piping in the UDCs will be detected at the earliest opportunity. This is a repeat violation, Class ll. 318 CCR 2666(c), 2643(c)(1)Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. OBSERVATION: The Red Jacket FX1 V line leak detector in the 87 STP sump failed to detect a leak when tested. REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. CORRECTIVE ACTION: The leak detector was replaced with a VMI 99 LD 2000 leak detector and retested during the inspection. This was corrected on site. This is a minor violation. 320 CCR 2635, 2637.2,2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill prevention. OBSERVATION: Overfill prevention testing has not been conducted. The Designated Operator's monthly reports provide an Overfill Test date of July 17, 2018. No work order and/or test results were found. REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October 13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. CORRECTIVE ACTION: Immediately schedule this testing and provide 48 hours notification to the EHD. Ensure all future testing is conducted within required time frames. Overfill Prevention testing is scheduled to be conducted today. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by October 23,2020 .
