I. INTRODUCTION <br /> This Report issues my findings regarding the Nitrate Loading and Soil Suitability Studies <br /> completed for the proposed Delta Charter School project, referenced on the Title Page. These <br /> studies were required by the San Joaquin County Environmental Health Department (EHD), based <br /> on the construction of this new school facility as part of the New Jerusalem School District. These <br /> Studies were completed to examine the underlying soil structure and characteristics to determine <br /> the suitability of the proposed On-site Wastewater Treatment System (OWTS) correlated with <br /> nitrate loading potential. This report complies with San Joaquin County Development Title, <br /> Section 9-1105.2(d). <br /> The following people and firms are an integral part of this development: Mr. David Thoming is <br /> the Superintendent of the New Jerusalem Elementary School District and the facilitator of this <br /> project. Mr. Ed Ramans is the general contractor and owner of ESR Construction, Inc. Lawrence <br /> Engineering Group of Fresno are the design engineers, including the design of the OWTS for this <br /> project, and Modus Systems, Inc. are the suppliers of the portable classrooms. Mr. Ramans has <br /> provided the preliminary information to complete these Studies and has complete drawings of the <br /> proposed facility layout and the installment of the portable classrooms. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists, but may not necessarily be referenced. <br /> NLS§2.3, SSS§3.1. The subject property is located on the west side of Koster Road, <br /> approximately 950 ft north of the intersection of Koster Road and Durham Ferry Road. There are <br /> no municipal water, sewer or stormwater management services in this locale. Consequently,the <br /> proposed school must have its own OWTS, domestic public well, and on-site stormwater retention <br /> system. A new public well for the facility is currently undergoing the permitting process. Onsite <br /> stormwater retention will be managed by subterranean chambers. It will be decades, if ever, before <br /> municipal water and wastewater management services become available to this area of south <br /> Tracy. <br /> SSS§ 1.1, 1.2. The subject property is composed of APNs 255-310-40 and 255-310-19. Parcel 19 <br /> was recently purchased by the School District to allow for a convenient exit from the school <br /> grounds. <br /> The soil sampling and texture analysis has found the indigenous soils under the proposed leachfield <br /> area to contain a clay, clay loam and silty clay in the shallow 3.5 ft deep soils. Backhoe test pit soil <br /> samples and texture analysis determined clay loam and loam in the deeper soils. As has been <br /> observed for decades, Tracy area clay soils have a surprisingly rapid permeability, as was observed <br /> by the perc test results. <br /> Page -1- <br /> Chesney Consulting <br />
