Main Street
Stockton, CA 95202-3029
Subject: Well Decommissioning and Site Closure Report
PG&E McDonald Island, California
Dear Mr. Knoll:
Please find attached the subject report for your records. This report was prepared by
MSE Group, Pacific Gas and Electric's (PG&E) environmental consultant for the site,
and is being submitted to document well and piezometer decommissioning and other
site closure activities conducted at the PG&E McDonald Island Gas Storage Facility from
May 2009 to September 2009.
For over 13 years PG&E implemented the Monitcring and Reporting Program described
in Waste Discharge Requirements Order No. 96-176 (WDR) issued by the California
EPA Regional Water Quality Control Board — Central Valley Region (CVRWQCB). In
April 2009 the agency rescinded the WDR, thereby concurring with PG&E's conclusion
that contamination by WDR Constituents of Con,-,ern is not currently found in
groundwater at the site or in soil and subsurface water within the footprint of the former
Class II surface impoundments at the site. After WDR rescission, well decommissioning
and site closure were approved contingent on work plan approval and permitting by Sari
Joaquin County Environmental Health Department (SJCEHD).
PG&E is gratified to have completed closure activities at this site and appreciates the
cooperation by both CVRWQCB and SJCEHD. If you have any questions on this report
please call either the undersigned at (925) 415-6381 or Dr. Robert Ellgas of MSE at
(510) 383-9600.
Sincerely,
(li""
Anne P.
