Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: Lawrence Livermore National Laboratory (LLNL) Site 300 Response to Underground <br /> Storage Tank(UST) Inspection Reports issued by San Joaquin County, <br /> Environmental Health Department(SJCEHD), Certified Unified Program Agency <br /> (CUPA) EPA ID # CA2890090002 <br /> Dear Ms. Woldearegay: <br /> This letter is being submitted in response to violations issued in the amended UST inspection <br /> report (Attachment 1). Initially five UST violations were issued at the conclusion of the <br /> inspection. Two of the violations were corrected on site (Item #309 and 315) and three others <br /> were issued for the UST response plan (Item #106 and 205) and UST operator visual inspections <br /> (Item# 209) (Attachment 2). On August 30, 2019, LLNL Site 300 requested SJCEHD to <br /> rescind the three violations (Item #106, 205, 209 in Attachment 2)based on direction provided <br /> by State Water Resources Control Board (SWRCB) and furnished to SJCEHD. SJCEHD has <br /> made the determination to rescind two of the three violations (Item #106 and 205). LLNL has <br /> provided the Return to Compliance Certification to address the one remaining UST operator <br /> visual inspections accordingly(Item #209) (Attachment 3). <br /> Moving forward, LLNL S300 will check"N/A" for tank tightness testing and line leak testing for <br /> the USTs that do not require tank tightness testing and line tightness testing (USTs that use a <br /> method of continuous monitoring that automatically monitors the integrity of both the primary <br /> and secondary containment). The Nr A's will be clarified in section"III.
