The missing receipts include: 8-10-17 for used oil, 1-10-19 for <br /> used oil, and 6-13-19 for used oil. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts for all hazardous waste for <br /> the past three years. Maintain the records on-site for three years from the date of shipping and provide a copy to <br /> the San Joaquin County Environmental Health Department(EHD). If the receipts cannot be found, provide a <br /> statement to the EHD that future receipts will be maintained on-site for three years. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Observed oil on the shop floor next to the hazardous waste storage area that was not cleaned up. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up oil residue on the shop floor. Manage the waste according to Title <br /> 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned <br /> up waste. <br /> This is a minor violation. <br /> 303 CCR 66262.34(4)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: Observed oily liquid at the bottom of the used oil secondary containment in the hazardous waste <br /> storage area. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment,spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment into proper order by cleaning up oily liquid.
