The interstitial space of the UST shall be <br /> maintained, as designed, under constant vacuum such that a breach in the primary or secondary containment is <br /> detected before the hazardous substance is released into the environment. Correct immediately by having a <br /> properly licensed, trained, and certified contractor replace the failed component with a functional component(LG <br /> 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the failed component can't <br /> be replaced immediately, there is a possibility that the 91 UST system may be red tagged to prevent fuel inputs. <br /> This is a minor violation. <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> A fuel filter was observed dripping under dispenser 13/14. All primary containment for the UST system must be <br /> tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component <br /> under permit and inspection of the EHD, if necessary. <br /> This is a minor violation. <br /> 314 HSC 25290.1, 25290.2, 25291 Failed to have secondary containment or secondary containment not tight. <br /> The fuel filters under the dispensers are not located to allow drips and leaks to drain back into the UDC. Secondary <br /> containment shall be provided for all single-walled UST components. Immediately provide approved secondary <br /> containment for the filters under permit and inspection by the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 11, 2019. <br /> *The full monitoring system certification was conducted, but not witnessed by EHD. Looked inside all sumps <br /> and UDCs. Verified sensor locations. Verified vent piping communication. Sensor functionality testing, brine <br /> communication, vacuum communication on product and vapor recovery piping, and spill bucket testing were all <br /> conducted prior to arrival on site. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
