Louise Avenue Water Treatment Facility
HAZARDOUS WASTE CONTINGENCY PLAN
General Facility Information
The scope of this Contingency Plan for the Louise Avenue Water Treatment Facility (LAWTF)
includes a less than 90-day container accumulation area.
The address of the LAWTF is:
LAWTF
2112 E. Louise Avenue
Lathrop, California 95330
The property consists of approximately 15 acres with one maintenance building and
components of a potable water treatment facility for the removal arsenic. Operations at the site
started in 2012 and the facility currently employs 4 certified water treatment operators. Figure
1 provides the location of the LAWTF.
Treatment processes at the LAWTF, located outside of the building, include receiving raw water
from 6 off site wells, injecting sodium hypochlorite and ferric chloride and removing arsenic
through the series of 4 filters vessels. Hazardous wastes generated from the treatment process
include arsenic and residual ferric chloride. Exhibit 1 provides a detailed list of all hazardous
waste generated at the LAWTF.
Hazardous wastes are processed and collected by a filter press and the waste is stored in 20-
yard storage container, which is in the less-than-90-day accumulation area. The storage
container accumulation area is located next to the filter press near the vehicle access gate on
the west side of the property (Figure 2).
Site Contact: Mr. Milt Daley
2112 E.
