The following is an itemized list of hazardous materials violations that have not been <br /> addressed for LATHROP WATER TREATMENT FACILITY CORP YARD as of <br /> September 26, 2016. <br /> Open violations from May 10, 2016 inspection <br /> Violation#5 - Failed to complete and/or submit hazardous materials inventory for all reportable materials on <br /> site. <br /> Reportable amounts of antifreeze, Ranger Pro herbicide, latex paint, diesel (1,600 gallons), Ferric Chloride, sodium <br /> hypochlorite, arsenic filter cake, and a 55 gallon drum of unknown liquid with a corrosive label affixed were found on <br /> site that have not been reported. Any material that meets or exceeds the reportable quantity shall be reported in the <br /> facility's business plan. Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br /> approval. <br /> Violation#7 - Failed to establish and/or submit emergency response procedures for a release or threatened <br /> release. <br /> The emergency response procedures have not been submitted. A business plan shall include the following <br /> emergency response procedures for a release or threatened release of hazardous materials, including, but not <br /> limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department(EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment <br /> -evacuation plans and procedures, including immediate notice, for the site <br /> Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the <br /> correct or updated information, and submit to the EHD for approval. <br /> Violation#1040 - Unlisted Release/Leaks/Spills violation. <br /> According to Milt Daley a release of 2 to 3 gallons Ferric Chloride mixed with 300 gallons of rain water occurred on <br /> 4/5/2016 and at least 100 gallons of filter sludge was released on 4/30/16 that have not been reported. <br /> Page 1 of 1 <br />
