RESPONSE-SUMMARY OF VIOLATION <br /> A copy of manifest number 004836601FLE was obtained and is kept on site. A copy of the <br /> manifest is attached. <br /> 202 HSC 25189.5(a) Disposed of caused disposal of HW at an unauthorized point. <br /> Notice was provided with evidence of violation on May 19, 2016. Attached is the photo <br /> providing evidence of clean up. The City has a 20-yard storage bin provided by Clean Harbors <br /> that will be used to store all filter cake hazardous waste. The waste will never leave the <br /> storage bin and will be delivered to a hazardous waste facility when the bin is full or prior to <br /> 90 days of waste storage. A new bin will be delivered to the City for waste storage at the <br /> same time the existing waste is hauled to a hazardous waste facility. <br /> 204 HSC 2501(a) Failed to obtain a permit to treat hazardous waste. <br /> The City applied and submitted for a hazardous waste permit on August 10, 2016 and is <br /> currently waiting for a response. A permit will be provided once received. Attached is a copy <br /> of the City's application. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste <br /> It should be noted the filter press sits over the sanitary sewer and not the storm drain. <br /> Graffiti buster has been cleaned up and is no longer on site. All other areas were previously <br /> cleaned up and evidence of clean up provided to EHD on May 19, 2016. <br /> 401 CCR 66265.171 Failed to store hazardous waste in a container that is in good condition. <br /> Graffiti buster, paint thinner, and by-lux bright (safety) red have been cleaned up and <br /> removed from site. <br /> 403 CCR 66265.173 Failed to keep hazardous waste container closed except when adding or <br /> removing hazardous waste. <br /> The bin, which stores the filter press cake is kept closed at all times with the exception of <br /> loading or unloading. <br /> 404 CCR 66265.174 Failed to inspect hazardous waste storage areas at least weekly. <br /> Hazardous waste containers are inspected weekly as part of the Operators daily operations of <br /> the water treatment facility. <br /> 407 CCR 66261.7 (f) Contaminated container not marked with date emptied or managed within <br /> one year of being emptied. <br /> The white and Blue Poly drums were picked up and disposed. <br /> 601 CCR 66262.34(a) Stored hazardous waste on site longer than 90 days with a permit or <br /> authorization. <br /> The roll off bin and Mercuric Bromide test strips have a legible start accumulation date (see <br /> attached photos). The Graffiti buster, paint thinner, and by-lux bright (safety) red have been <br /> cleaned up and removed from site. <br /> 605 CCR66262.34(f) Failed to completely label container or tanks of hazardous waste <br /> The hazardous waste container for the Mercuric Bromide test strips have been properly <br /> labeled as seen in the attached photo. <br /> The labeling of the hazardous waste storage bin has not been completed and will be <br /> addressed at the August 17, 2016 meeting with EHD. <br />
