S0 JOA U 1 Environmental Health Department Underground Storage Tank Program Inspection Report Facility Name: Facility Address: Date: STOCKTON AUTO CENTER CAR WASH 3434 E HAMMER LN, STOCKTON November 05, 2019 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. 1)-A designated operator inspection was performed on 11/14/18 and the next inspection was performed on 12/18/18, 34 days later. -A designated operator inspection was due by 12/18/18 and the next inspection was performed on 1/23/19, 36 days later. -A designated operator inspection was due by 2/18/19 and the next inspection was performed on 3/15/19, 32 days later. -A designated operator inspection was performed on 3/15/19 and the next inspection was performed on 4/15/19, 31 days later. The designated operator visual inspections shall be conducted within 30 days or less of the previous inspection. Ensure that all designated operator inspections are performed within the required time frames. 2)The following was observed on the monthly inspection report: -Section VI of the report was missing the date, name, and signature of the UST owner/operator. -The designated operator documented visual inspections of all UDCs but left the question regarding UDC sensor locations blank. -The designated operator answered the question regarding sumps sensor locations but did not list which sump that was visually inspected. -Secondary containment test date was incorrectly stated as 1/14/2018 -On the 2/18/2019 monthly report date and alarm print out date do not match.Alarm print out was dated 2/15/2019. -2/18/2019 monthly report was incorrectly dated 2/18/2018. -On the 10/2/2019 monthly report date and alarm print out date do not match.Alarm print out was dated 10/30/2019. During the visual inspection,the designated operator shall check that all required testing and maintenance for the UST system have been completed and shall check all required items on the report. Ensure that designated operators performing visual inspections at this facility are including all of the required information on the reports. This is a minor violation. 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The 87 fill sump sensor was observed on its side, not at the lowest point of the sump, and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately relocate this sensor to the lowest point of the 87 fill sump.
