The Underground Storage Tank Statement of Understanding and Compliance Form was not found in CERS. This form must be uploaded to the California Environmental Reporting System (CERS). Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov and upload the Underground Storage Tank Statement of Understanding and Compliance Form for this facility. This is a minor violation. 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. The designated operator failed to check and note all required items on the visual inspection reports. -The 6/22/19, 5/24/19, 2/25/19, 1/25/19, 12/24/18, 11/23/18 and 10/25/18. inspection reports left blank section V and VI The 10/25/18, 3/26/19, 4/25/19, 7/17/19, 8,12,19, and 9/11/19 inspection reports left blank section VI. During the visual inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and shall check all required items on the report. Ensure that designated operators performing visual inspections at this facility are including all of the required information on the reports. This is a minor violation. 308 CCR 2632(c), 2634(d), 2636(f) Failed to maintain a continuous monitoring system that activates an audible and visual alarm. The 87 (center) STP sump sensor failed to activate an audible and visual alarm when tested and, therefore, the tank is not monitored. The interstitial space shall be monitored with a monitoring system connected to an audible and visual alarm system. Immediately contact a properly licensed, trained, and certified contractor to replace the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one business day from the EHD, if needed. This is a minor violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by October 27, 2019.
