Prior to acceptance of the application, the applicant shall provide the Environmental Health <br /> Department a letter from the California Regional Water Quality Control Board that the <br /> former waste ponds can be abandoned in accordance with the State's regulations. In addition, <br /> written confirmation that the site can be used as it is projected for a school. <br /> B. Environmental Health Department requires a soil suitability/nitrate loading study <br /> incorporating proposed students, staff, shower facilities, and on-site food preparation, <br /> indicating that the area is suitable for septic tank usage. This must be performed prior to <br /> issuance of building permits (San Joaquin County Development Title, Section 9-1105.2(d)). <br /> A nitrate loading study is required, and a review fee of$445.00 must be paid at time of <br /> submittal to Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of <br /> septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal <br /> system is required for each parcel. A permit fee of$89.00 per percolation hole is required. <br /> NOTE: A California Registered Engineer shall evaluate any proposed utilization of the <br /> abandoned septic system. The evaluation must include the ability to accept the waste <br /> generated by the school and determine if the septic system is structurally sound and can <br /> be expected to perform appropriately.
