The 87 and 91 tank forms state the vent lines are <br /> double-walled. All three forms accurately state there is no vent sump. <br /> -The 87 and 91 tank forms state the vapor recovery piping is double-walled. <br /> Any change of information must be updated in CERS within 30 days of the changes. Immediately log into CERS, <br /> update the required information, and submit for review by the EHD. <br /> This is a repeat violation, Class II. <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br /> The designated operator inspections are being performed more than 30 days apart. <br /> -Inspection on 10/19/18, next done 11/19/18, 31 days later <br /> -Inspection due date 11/18/18, next done 12/19/18, 31 days apart <br /> -Inspection due date 12/18/18, next done 1/21/19, 34 days apart <br /> -Inspection due date 1/17/19, next done 2/21/19, 35 days apart <br /> The designated operator visual inspections shall be conducted within 30 days or less of the previous inspection. <br /> Ensure that all designated operator inspections are performed within the required time frames. <br /> NOTE: The next designated operator inspection is due on or before 3/18/19. <br /> The designated operator failed to check and note all required items on the visual inspection reports. <br /> -The 10/19/18, 11/19/18, 12/19/18, 1/21/19, and 2/21/19 inspection reports contained no CERS ID. <br /> -The 10/19/18, 11/19/18, 12/19/18, 1/21/19, and 2/21/19 inspection reports did not address the 'NA's in Section III. <br /> -Section V was left blank on the 1/21/19 inspection report. <br /> -The 11/19/18, 12/19/18, 1/21/19, and 2/21/19 inspection reports all marked that each follow up action from the <br /> previous report was completed appropriately. The overfill prevention testing was marked as not completed on each <br /> of the previous reports and had not yet been corrected. <br /> During the visual inspection, the designated operator shall check that all required testing and maintenance for the <br /> UST system have been completed and shall check all required items on the report. Ensure that designated <br /> operators performing visual inspections at this facility are including all of the required information on the reports. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br /> Liquid was observed in the diesel STP sump. If water could enter into the secondary containment by precipitation or <br /> infiltration, it must be removed and disposed of properly.
