Box 3078 <br /> Portland, OR 97208 <br /> Dear Mr. McCormick: <br /> AMBIENT AIR MONITORING <br /> MCCORMICR & BAXTER, SAN JOAQUIN COUNTY <br /> The Department of Health Services (DHS) believes action is <br /> necessary regarding possible air impacts from the McCormick and <br /> Baxter (M&B) facility in Stockton. Our review of the report, <br /> Ambient Air Monitoring, is enclosed. The air monitoring was <br /> conducted to define whether significant health risks exist as a <br /> result of soil contamination or facility operations. M&B <br /> declined to perform this work and DHS used its contractor, Radian <br /> Corporation, to perform the study. <br /> The results show that emissions of pentachlorophenol (PCP) and <br /> arsenic are above the re Tato action levels,, based on a cancer <br /> risk lw—�n a—million. Air monitors were located at the <br /> property boundary and offsite at Cedar Products. Arsenic levels <br /> were measured seven to thirty times above the acceptable cancer <br /> risk for potential residents and offsite workers. PCP levels <br /> were one to seventeen times above. <br /> DHS presented the data to you at our January 8, 1990 meeting on <br /> the Feasibility Study/draft Remedial Action Plan (FS/draft RAP) . <br /> We discussed that these preliminary results show that there is a <br /> potential for significant risk to public health. M&B, at this <br /> time, should either 1) clarify the full extent of impact to <br /> nearby receptors or 2) identify and eliminate the source(s) of <br /> air contaminants. Our detailed guidance is discussed in the <br /> enclosed memorandum. <br /> At our technical meetings of February 6 and 7 , M&B agreed to do <br /> air monitoring to determine if there is an impact on nearby <br /> i <br /> 1 <br />
