S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AERO TURBINE INC 6800 S LINDBERGH ST, STOCKTON September 17, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 602 CCR 66262.34(e)(1)(B)Stored satellite accumulated waste on site longer than one year or 90 days after fill date. <br /> OBSERVATION: A satellite hazardous waste container was observed stored on-site for too many days. <br /> -In the NDT room, one blue 15 gallon plastic drum containing oily debris had a 6/18/2019 accumulation start date. <br /> -Near the plasma booth, two black 55 gallon drums containing powder coating waste were missing accumulation <br /> start dates. <br /> REGULATION GUIDANCE: Satellite accumulated waste shall not be stored on site for more than 90 days after the <br /> container was filled, or a total of one year,whichever comes first. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste in compliance with Title 22 California Code <br /> of Regulations. Provide a corrective action statement and a copy of the hazardous waste disposal record to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> -Near the plasma booth, two black 55 gallon drums containing powder coating waste were missing hazardous waste <br /> labels. <br /> -In the main work area, one blue 15 gallon plastic drum containing oily debris was missing the hazardous property. <br /> This label was corrected on site by Douglas Campion, quality assurance manager. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 17, 2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. The report was emailed to Douglas Campion, quality assurance manager, at <br /> <dcam pion @aeroturbine.aero>. Starting September 1, 2018, all in-office CERS help will be provided at EHD <br /> hourly rate ($152).
