A ball float along with the visual and <br /> audible alarm would justify overfill prevention system. All underground storage tanks shall be equipped with an <br /> approved overfill prevention system that does not allow for manual override and meets one of the following <br /> requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction <br /> occurs when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five <br /> minutes before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are <br /> exposed to product due to overfilling. <br /> Immediately contact a properly licensed, trained, and certified contractor to install an approved overfill prevention <br /> system. Replacement of a mechanical flapper valve requires a permit and inspection by the EHD. If an external <br /> audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an approved overfill prevention <br /> system can't be installed immediately, there is a possibility that the 87 and 91 UST system may be red tagged to <br /> prevent fuel inputs. <br /> This is a Class II violation. <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br /> The designated operator failed to check and note the correct test dates for the monitoring certification and spill <br /> container testing on the 01/25/19, 12/24/18, 1/23/18 and 10/25/18 designated operator monthly inspection report. <br /> The designated operator incorrectly entered 02/03/18 instead of 02/13/18. During the monthly inspection, the <br /> designated operator shall check that all required testing and maintenance for the UST system have been completed <br /> and document the dates they were done. Ensure that designated operators performing monthly inspections at this <br /> facility are including all of the required information on the reports. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by July 27, 2019 . <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
