The Underground Storage Tank Statement of Understanding and Compliance Form was not found in CERS. This form must be uploaded to the California Environmental Reporting System (CERS). Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov and upload the Underground Storage Tank Statement of Understanding and Compliance Form for this facility. This is a minor violation. 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The flex product piping in the UDCs was observed with hoses attached and looping around. All monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately remove all hoses and cables on the piping, or pull back test boots, allowing any liquid from primary piping to drain into the UDC at the earliest possible opportunity. This is a Class II violation. 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). Liquid was observed in UDC 1/2. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that the UDCs are maintained free of liquid. This is a repeat violation, Class ll. 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill prevention. Overfill prevention testing was conducted on October 15, 2018. This testing was required to be conducted by October 13, 2018. Ensure all future testing is conducted within required time frames. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by May 30, 2019.
