*2. After project commencement, the project proponent shall become a <br /> "Forest Founder" of the Tree Foundation of Kern and/or Kern River <br /> Parkway Foundation or use some other appropriate planting organization. <br /> Use of an appropriate planting organization will ensure the long-term <br /> maintenance to maturity of the trees. The applicant shall purchase <br /> 671 trees at $50 per tree to be planted over the next three years at a <br /> minimum of 224 trees per year until completion. The applicant shall <br /> provide appropriate documentation regarding the organization, the plan <br /> for tree planting,and completion of the purchase of the tree planting. <br /> *(kk) Unpaved roads shall be watered to reduce fugitive dust emissions. Wet <br /> suppression of unpaved road dust, conducted in accordance with procedures <br /> recommended in San Joaquin Valley Air Pollution Control District Regulation— <br /> VIII will reduce unpaved roads dust by 50 percent (URBEMIS recommended <br /> control efficiency). Compliance with other requirements in Regulation—VIII will <br /> result in additional un-quantified reductions in fugitive dust emissions. <br /> *(11) Prior to commencement of operations permitted by planning approvals, the <br /> applicant shall execute a Development Mitigation Contract (DMC) with the San <br /> Joaquin Valley Air Pollution Control District. The DMC shall provide for the <br /> reduction of 41.93 tons of NO., 12.74 tons of ROG and 64.41 tons of PMIo to the <br /> extent economically and reasonably feasible so that there is no net increase to basin <br /> emissions from the project. Implementation of the provisions of the contract shall <br /> be as determined by the District. A copy of the executed agreement and <br /> implementing reports shall be provided to the Planning Department to substantiate <br /> compliance. <br /> (mm) The number of trucks delivering waste to the landfill shall be limited to a maximum <br /> of 91 trucks per day. Additional increase in truck traffic shall require a formal <br /> amendment to this condition at a regularly advertised public hearing. <br /> *(nn) To improve Holloway Road, the applicant will be responsible for a proportionate <br /> share of the costs to improve the full-width of the road to Highway 46 based on <br /> the increase in truck traffic volumes generated by this project. Costs are$96,460 <br /> (based on 1,378 tons of material) as calculated by the Kern County Roads <br /> Department and paid prior to implementation of the project. <br /> *(oo) The project applicant will consult with California Department of Transportation <br /> (Caltrans)to develop plans to install a temporary deceleration lane for westbound <br /> traffic on State Route 46 to make right turns onto Holloway Road, as well as a <br /> temporary acceleration lane for westbound traffic to make right turns onto State <br /> Route 46 from Holloway Road. The applicant will install these improvements per <br /> the approved plans and to the satisfaction of Caltrans prior to commencement of <br /> increased waste deliveries. These improvements will provide for improved safety <br /> at the Holloway Road/State Route 46 intersection on an interim basis until the State <br /> Route 46 four-lane widening project is completed. <br /> (pp) Mining activity is prohibited on the landfill site 3.4(Solid Waste Facilities)area. <br /> (qq) No alternative daily cover, soil only. <br /> (rr) Operating hours are Monday through Saturday. <br /> (ss) A barbed wire fence shall be placed around the permit area as depicted on Figure <br /> 4.2-1 of the Environmental Impact Report.
