(a) Amend the Land Use, Open Space and Conservation Element of the Kern County General Plan from Map Code 8.4/2.10 (Mineral and Petroleum - Nearby Waste Facilities) to Map Code 3.4/2.10 (Solid Waste Disposal Facilities - Nearby Waste Facilities) on approximately 29 acres; from Map Code 8.3/2.10 (Extensive Agriculture - Nearby Waste Facilities) to Map Code 3.4/2.10 on approximately one acre; from Map Code 8.3 (Extensive Agriculture) to Map Code 3.4.1 (Solid Waste Disposal Facility Buffer) on approximately 70 acres; from Map Code 8.4 (Mineral and Petroleum) to Map Code 3.4.1 on approximately two acres; from Map Code 8.4/2.10 to Map Code 3.4.1/2.10 (Solid Waste Disposal Facility Buffer - Nearby Waste Facilities) on approximately 27 acres; and from Map Code 8.3/2.10 to Map Code 3.4.1/2.10 on approximately 29 acres or more restrictive map code designations; and (b) Amend Appendix E of the Kern County General Plan to replace H.M. Holloway Solid Waste Facility Map; and (c) This item was heard by the Planning Commission on February 25, 2016; and (d) The Planning and Community Development Department reviewed this matter and prepared a report containing a detailed.description and analysis of the proposed amendment to the General Plan; and (e) An Environmental Impact Report (EIR) relating to this project (the H. M. Holloway Landfill project) was prepared by the Planning and Community Development Department and certified by this Board on April 1, 2008; (f) A copy of the report, recommendations of the Planning and Community Development Department, and the previously certified EIR have been on file in the Office of the Clerk of this Board, available for examination during regular business hours by any interested person, at all times since the date of giving notice in this matter; and (g) The Director of the Planning and Community Development Department furnished to this Board, and this Board has incorporated in the record of this matter, a document setting forth the significant environmental effects identified in the previously certified EIR, with proposed findings for consideration by this Board in relation to the significant effects for the purpose of Public Resources Code section 21081 and State CEQA Guidelines section 15091, and setting forth evidence in support of the proposed findings. A member of the Planning and Community Development Department appeared before this Board and gave additional testimony in support of the proposed findings; and (h) In its report to this Board, the Planning and Community Development Department recommended approval of the General Plan Amendments as requested; and 2
