(a) Amend the Land Use, Open Space and Conservation Element of the <br /> Kern County General Plan from Map Code 8.4/2.10 (Mineral and <br /> Petroleum - Nearby Waste Facilities) to Map Code 3.4/2.10 (Solid Waste <br /> Disposal Facilities - Nearby Waste Facilities) on approximately 29 acres; <br /> from Map Code 8.3/2.10 (Extensive Agriculture - Nearby Waste Facilities) <br /> to Map Code 3.4/2.10 on approximately one acre; from Map Code 8.3 <br /> (Extensive Agriculture) to Map Code 3.4.1 (Solid Waste Disposal Facility <br /> Buffer) on approximately 70 acres; from Map Code 8.4 (Mineral and <br /> Petroleum) to Map Code 3.4.1 on approximately two acres; from Map <br /> Code 8.4/2.10 to Map Code 3.4.1/2.10 (Solid Waste Disposal Facility <br /> Buffer - Nearby Waste Facilities) on approximately 27 acres; and from <br /> Map Code 8.3/2.10 to Map Code 3.4.1/2.10 on approximately 29 acres or <br /> more restrictive map code designations; and (b) Amend Appendix E of the <br /> Kern County General Plan to replace H.M. Holloway Solid Waste Facility <br /> Map; and <br /> (c) This item was heard by the Planning Commission on February 25, <br /> 2016; and <br /> (d) The Planning and Community Development Department reviewed <br /> this matter and prepared a report containing a detailed.description and analysis <br /> of the proposed amendment to the General Plan; and <br /> (e) An Environmental Impact Report (EIR) relating to this project (the <br /> H. M. Holloway Landfill project) was prepared by the Planning and Community <br /> Development Department and certified by this Board on April 1, 2008; <br /> (f) A copy of the report, recommendations of the Planning and <br /> Community Development Department, and the previously certified EIR have <br /> been on file in the Office of the Clerk of this Board, available for examination <br /> during regular business hours by any interested person, at all times since the <br /> date of giving notice in this matter; and <br /> (g) The Director of the Planning and Community Development <br /> Department furnished to this Board, and this Board has incorporated in the <br /> record of this matter, a document setting forth the significant environmental <br /> effects identified in the previously certified EIR, with proposed findings for <br /> consideration by this Board in relation to the significant effects for the purpose of <br /> Public Resources Code section 21081 and State CEQA Guidelines section <br /> 15091, and setting forth evidence in support of the proposed findings. A member <br /> of the Planning and Community Development Department appeared before this <br /> Board and gave additional testimony in support of the proposed findings; and <br /> (h) In its report to this Board, the Planning and Community <br /> Development Department recommended approval of the General Plan <br /> Amendments as requested; and <br /> 2 <br />
