HOLLOWAY SURFACE MINE LANDFILL PROJECT <br /> KERN COUNTY <br /> compliance must be met in waste discharge requirements or orders for the <br /> discharge of waste at solid waste disposal facilities. <br /> 46.The Discharger proposes to construct a waste containment system which will be <br /> designed, constructed, and operated to prevent degradation of waters of the state <br /> during disposal operations, closure, and the post-closure maintenance period in <br /> accordance with the criteria set forth in Title 27 for a Class III waste management <br /> unit. <br /> 47.The waste containment system consists of, from the bottom up: <br /> a. Naturally occurring geologic materials prepared and conditioned to prevent the <br /> migration of waste constituents to groundwater and to convey leachate to the <br /> leachate collection sump. <br /> b. A leachate collection and removal system drainage layer consisting of either <br /> appropriate selected geologic materials or a geonet/geocushion. <br /> c. An operations layer designed to protect the leachate collection and removal <br /> system. <br /> 48.The leachate collection and removal system will be constructed to convey leachate <br /> from Pit G to a sump on the west side of the Unit. The leachate collection pump will <br /> detect the level of leachate in the sump and remove leachate to an aboveground <br /> storage tank when the leachate reaches a designated level to ensure adequate <br /> freeboard is maintained in the sump at all times. The minimum capacity of leachate <br /> collection and removal system will meet or exceed twice the maximum anticipated <br /> daily volume of leachate. <br /> 49.The Discharger demonstrated that site characteristics alone, without a liner, meet <br /> the performance goal contained in Section 20310 of Title 27. The demonstration <br /> utilized a mathematical model to predict fate and transport of waste constituents <br /> discharged to the Units. Results of the model and past performance of the existing <br /> Units demonstrate that the proposed Unit design will ensure no impairment of <br /> beneficial uses of surface water or groundwater beneath or adjacent to the landfill in <br /> accordance with Section 20260(b)(1) of Title 27. <br /> 50.The unsaturated zone will be monitored by the construction of a pan lysimeter <br /> installed beneath the leachate collection pumps of the leachate collection and <br /> removal system. If leachate is produced, it will collect in the leachate collection <br /> sumps until a sufficient depth of leachate is attained to operate the collection pumps <br /> efficiently. Therefore, the most likely location that leachate could penetrate the <br /> surrounding geologic materials is beneath the collection sumps. <br />
