SPCC Plan:Ralph Hayes&Son,Inc.,20177 S.McArthur Dr., Tracy,California(October 2020) 15 <br /> The records of the results of monthly and annual inspections are maintained at the facility for <br /> three years and are available for review upon request. Section 13.2.6 of this Plan indicates the <br /> inspection and testing schedule for the oil containers located at the RHS facility. <br /> 8. PERSONNEL TRAINING (REF. 112.7 (f)) <br /> At least annually, all personnel handling oil shall be given training in oil spill prevention, <br /> including operation and maintenance of equipment. The training shall include a thorough <br /> review of all parts of this Plan,both for routine operations and for emergency situations. Where <br /> specific responsibilities are assigned, these requirements will be reviewed. All such training <br /> occasions will be documented and kept on file for three years. A copy of the Plan will be <br /> accessible to all employees who handle oil. New employees who handle oil or oil products <br /> shall be given as much spill prevention training as is commensurate with his/her new status <br /> and ability to be effective. A copy of the facilities Spill Prevention Briefing Form is provided <br /> in Appendix C. <br /> Training for all employees will include reference to, and analyses of past spills if applicable. <br /> The person in charge of oil spill prevention (generally the same for supervising oil-spill <br /> response and countermeasures)will designate specific personnel to: <br /> • Make contacts and report spills after a spill incident; <br /> • Undertake control of spillage, assure containment and retrieve spillage; and <br /> • Restore property and remediate contaminated property except where an outside <br /> cleanup contractor may perforin this function. <br /> 9. SECURITY (REF. 112.7 (g)) <br /> 9.1 Facility Perimeter <br /> The perimeter of the RHS facility is fully fenced.Access is provided through a locked gate that <br /> is closed and locked during non-operational hours. <br /> 9,2 Valves <br /> All bulk storage tanks are equipped with top loading configurations and must remain in the <br /> open position to allow product dispensing at the facility. However, fencing and locked access <br /> is provided for the bulk AST storage area to restrict access to the valves during non-operating <br /> hours. <br /> 9.3 Facility Lighting <br /> This facility is equipped with lights so positioned as to illuminate the oil storage areas and are <br /> sufficient to detect a release during hours of darkness. <br /> 10. TANK TRUCK LOADING/UNLOADING RACK (REF. 112,7(h) <br /> &112.8(d)) <br /> There is not a loading/unloading rack present at this facility and as such, the requirements of <br /> Part 112.7 (h),(1),(2), and(3) are not applicable. <br /> McGinley Project:RHS001 McGinley&Associates Inc. <br />
