Review of the statistical analyses presented above compared to the results for <br /> downgradient monitoring wells from 2002 to 2011 indicates that groundwater <br /> continues to be degraded with TDS, sodium, chloride, and sulfate. Concentrations <br /> of TDS in downgradient monitoring well MW-3 continue to increase, indicating <br /> continued salinity loading from the discharge. <br /> Basin Plan, Beneficial Uses, and Regulatory Considerations <br /> 63. The Water Quality Control Plan for the Sacramento River and San Joaquin River <br /> Basins, Fourth Edition (hereafter Basin Plan) designates beneficial uses, <br /> establishes water quality objectives, contains implementation plans and policies <br /> for protecting waters of the basin, and incorporates by reference plans and policies <br /> adopted by the State Water Board. Pursuant to Water Code section 13263(x), <br /> waste discharge requirements must implement the Basin Plan. <br /> 64. The facility is located in the San Joaquin Valley Floor Hydraulic unit (535.10). <br /> Local drainage is to Lone Tree Creek, which is tributary to French Camp Slough <br /> and eventually to the San Joaquin River. The Basin Plan designates the San <br /> Joaquin River as supporting the beneficial uses of municipal and domestic supply; <br /> agricultural supply; industrial process supply; hydropower generation; water <br /> contact recreation; non-contact recreation; warm freshwater habitat; cold <br /> freshwater habitat; migration of aquatic organisms; spawning, reproduction, and/or <br /> early development; and wildlife habitat. <br /> 65. The Basin Plan designates the underlying groundwater as supporting the <br /> beneficial uses of municipal and domestic supply (MUN), agricultural supply <br /> (AGR), industrial process supply, and industrial service supply (collectively, IND). <br /> 66. For groundwater, the Basin Plan establishes narrative water quality objectives for, <br /> among other things, chemical constituents, tastes and odors, and toxicity. The <br /> Basin Plan also establishes a numeric objective for total coliform organisms. <br /> Quantifying a narrative water quality objective requires a site-specific evaluation of <br /> those constituents that have the potential to impact water quality and beneficial <br /> uses. <br /> 67. The Basin Plan sets a numeric water quality objective for bacteria requires that the <br /> most probable number (MPN) of coliform organisms over any seven-day period <br />
