Highway 99
Manteca,CA 95336
Subject:N Ufreation Permit Requirements
DearStanful,
This letter is in response to your request to explain the limits and requirements of the Notification
Tier Permit(NTP)as it relates to volume. The compost site that is operated by Delicato
Vineyards is regulated by a NTP. The requirements for operating a compost site can be found in
Title 14,California Code of Regulation(T14CCR),Division 7,Chapter 3.1,Section, 17850
through 17870.
A site regulated by a NTP is limited by the volume of material onsite. The NTP allows 12,500
cubic yards of feedstock, active, and finished compost onsite at any given time. The composting
of organic materials occurs in cycles. The length of the cycle can change based on the end use for
the material. A site operator that is able to compost organic material in a shorter cycle will have a
high through put volume over the course of a year.
i
One of factor that does affect the length of the compost cycle is pathogen reduction. T14CCR, `
i
Section 17868.3 requires that a windrow type compost process maintain a temperature of 131
degrees Fahrenheit for a minimum of 15 days in order to meet pathogen reduction. During the 15
days the compost must be turned 5 times. The sooner the compost meets pathogen reduction the
sooner it can be sold or given away. Organic material can be brought to the compost site and
removed without being composted as long as the organic material is maintained below 122 degree
Fahrenheit and the site volume does not exceed the 12,500 cubic yards.
If you have questions regarding this matter, please contact me at(209)468-0332.
Sincerely,
Robert McClellon,Program Coordinator REHS
Environmental Health Department
