A J OA U I Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MARCH AND BIANCHI INC 1 1916 E MARCH LN, STOCKTON November 19, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION: Liquid was found in the Diesel STP and fill sump, 91 Fill sump, UDCs 9/10 and 11/12 sumps. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed liquid from the Diesel STP and fill sump, 91 Fill sump, <br /> UDCs 9/10 and 11/12 sumps and returned the sensor to its proper location. Immediately contact a properly <br /> licensed, trained, and certified contractor to address the water intrusion into the Diesel STP and fill sump, 91 Fill <br /> sump, UDCs 9/10 and 11/12 sumps under permit and inspection of the EHD. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25290.1(e) Failure to maintain interstitial space to detect leaks before release to environment (post-Jul 2004). <br /> OBSERVATION: The UDC 9/10 brine sensor failed when tested- Not replaced. <br /> -The UDC 3/4 brine sensor sensor failed when tested- Replaced. <br /> -The UDCs 3/4 and 91 fill sump- Brine is needed. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 12/19/2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
