AMENDED <br /> San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue , Stockton , California 95205-6232 <br /> Telephone: (209) 468-3420 Fax: (209 ) 468-3433 Web : www, s' goy. org/ehd <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name : Facility Address : Date: <br /> Pactiv Packaging Inc 1110 PERFORMANCE DR , STOCKTON October 18 , 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR - Notice to Comply) <br /> Item # Remarks <br /> 102 CCR 66262. 11 Failed to determine if a waste is a hazardous waste . <br /> White cup resin is being ground up and thrown into the trash . <br /> Dried lacquer was observed on the ground leaking from a 270 gallon tote . In addition , there was lacquer build up <br /> around the machine where it is mixed . The manger stated that the waste is usually cleaned up by a mop and <br /> disposed of with the ink wash water. Only test results for the ink in the ink wash water were observed during the <br /> inspection . If multiple waste streams are combined for disposal , each stream needs to have a complete hazardous <br /> waste determination done at the point of generation . <br /> The forklifts are serviced by Watts . According to invoice 4304978 (9/ 17/2018) , coolant waste and hydraulic filter <br /> waste was generated . No disposal records for these two wastes were observed during the inspection . Per <br /> California Health & Safety Code ( HSC ) 25163 , a valid hazardous waste transporter license is required to transport <br /> hazardous waste . Per Title 22 California Code of Regulations (CCR) 66266. 130 , oil filters that are not completely <br /> drained need to be managed as hazardous waste. If the oil filters are completely drained , they can be disposed of <br /> via recycling . A bill of lading needs to be left with the facility for drained oil filters . Per 22 CCR 66266 . 130 (c) (5) , a <br /> bill of lading needs to indicate : the generator and transporter, the receiving company names , addresses and <br /> telephone numbers , the quantity and size of the used oil filter containers transferred , and the date of transfer. <br /> Immediately make a hazardous waste determination on any waste that is generated through the repair company. If <br /> the waste is deemed to be hazardous , manage according to hazardous waste laws and regulations . <br /> Submit a statement and supporting documentation explaining how each waste listed above is going to be managed <br /> along with documentation showing how the waste determination was made . <br /> This is a repeat violation , Class II , <br /> 103 CCR 66262 . 40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years . <br /> The blue wash water analytical (9/23/2015) indicated that copper levels were found to be 296 mg/kg . According to <br /> the corporate manager, Mr. Rogers , the sample underwent STLC testing . No STLC test results were observed <br /> during the inspection . <br /> This waste is being disposed of as non-hazardous waste. A generator shall make a hazardous waste determination <br /> and keep a record of any test results , waste analyses , or other determinations made in accordance with hazardous <br /> waste regulations for at least three years from the date that the waste was last disposed of. Immediately locate a <br /> copy of the waste analysis conducted for the blue wash water waste and submit a copy to the EHD .
