Employee training records for the management of hazardous waste were incomplete . Item 2 ( listed below) was not observed for all applicable job titles . Employee training records shall include : 1 . the job title for each position at the facility related to hazardous waste management, and the name of each employee filling each job ; 2 , written job description for each position listed above ; 3. written description of the type and amount of both introductory and continuing training that will be given to each person filing positions listed above ; 4 , records that document that the training has been given to and completed by facility personnel . Training records on current employees shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility . Ensure that employee training is properly documented . Submit all of the applicable job descriptions for each position to the EHD for review. This is a minor violation . 119 HSC 25160. 2(b) (3) Failed to keep copies of consolidated manifesting receipts for three years . Copies of hazardous waste disposal records for used oil were not found on site for the forklifts . According to the manager, Watts services the forklifts and takes the used oil back with them . The receipts did not indicate how much oil was being generated . Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years , maintain them on site . Start maintining records showing how much used oil is picked up from the forklifts. This is a minor violation . 301 CCR 66265. 31 Facility not maintained to minimize the release of a hazardous waste . Ink stains/dried accumulated ink was observed on the ground throughout the facility. In the outside area , oily absorbent/oily staining was observed in several areas. One of the machines near the hazardous waste storage area had an oil leak. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion , or release of hazardous waste to air, soil , or surface water which could threaten human health or the environment. Immediately clean the wastes and fix the leak. Manage the wastes according to Title 22 hazardous waste regulations . Submit a statement and supporting documentation explaining how the wastes and leak were managed . This is a repeat violation , Class II . 403 CCR 66265 . 173 Failed to keep hazardous waste containers closed except when adding or removing hazardous waste . Near Press 6 : -One white 5 gallon plastic bucket containing an oily sludge was observed without a lid . All hazardous waste containers shall be closed at all times except when adding or removing waste . Immediately close this container and ensure all hazardous waste containers are closed when not adding or removing waste . This is a repeat violation , Class II .
