Lodi Chrome <br />Photograph No. 1 -Rinse tank near copper cyanide tank. <br />Inspection Rep <br />I observed white crystals deposited around the copper cyanide tank. This crystallization <br />is attributed to the release of hazardous liquids onto the floor that later evaporated. <br />Sampling conducted by a DTSC employee found that copper cyanide tank and the <br />white crystals around the tank contain hazardous concentrations of cyanide. Cyanide is <br />a reactive hazardous waste that can generate toxic hydrogen cyanide gas. The copper <br />cyanide tank is not separated by a berm or other device from the acid tanks in the <br />plating area and therefore, during "upset" conditions or accidents the potential exists <br />that corrosive waste may come in contact with cyanide. <br />On September 7, 2005, DTSC issued an Enforcement Order (Docket HWCA No. <br />20040427), to Lodi Chrome for the violations of the Hazardous waste control Law, <br />(Chapter 6.5 of Division 20 of the California Health and Safety Code section 251000, et <br />seq.), and its implementing regulations set forth in California Code of Regulations, title <br />22, division 4.5, sections 66250, et seq., pertaining to the storage, handling, <br />management, and disposal of hazardous waste including failure to remove significant <br />quantities of spilled hazardous waste fine powder from chrome polishing operations <br />from the floor of the facility. Lodi Chrome also failed to remove significant quantities of <br />spilled hazardous waste plating bath chemicals from the floor of the facility. The <br />concrete floor of the facility is not coated with an impermeable barrier to prevent <br />migration of spilled chemicals into the underlying soil, and the floor had visible signs of <br />corrosion and chemical staining. <br />Throughout the plating area, crystallized waste was observed on the tanks and on the <br />floor adjacent to the tanks. The caustic cleaning tank was covered with white crystal. <br />Crystallized waste was also found on the floor near the chrome tank, acid cleaning tank <br />4of11 <br />
