The letter indicates that cleanup activities include mixing <br />of caustic material with hazardous waste contained in tanks, and other activities that <br />may constitute treatment of hazardous waste. While consolidation of compatible types <br />of hazardous waste in preparation for shipment offsite is permissible; the treatment of <br />hazardous waste requires prior authorization from the Certified Unified Program <br />Agency, which in your jurisdiction is Environmental Health Department San Joaquin <br />County. In the case of cyanide waste treatment authorization is needed from the <br />Department of Toxic Substance Control (DISC). Please be advised that our records <br />indicate that Lodi Chrome currently does not have authorization to conduct onsite <br />treatment. If treatment of the hazardous waste is required for the cleanup, then <br />authorization must be obtained prior to you conducting the treatment. <br />In order to obtain authorization for the treatment of hazardous waste, other than <br />cyanide, please contact the Environmental Health Department San Joaquin County <br />at (209) 468-3446. If treatment of cyanide waste is required then please contact <br />Mr. Alex Baillie of my staff at the number below. We understand that you want to <br />expedite the cleanup activities at Lodi Chrome; however, you must comply with Chapter <br />6.5 of Division 20 of the California Health and Safety Code section 25100, et seq., and <br />its implementing regulations set forth at California Code of Regulations, title 22, division <br />4.5, sections 66250, et seq., pertaining to the storage, handling, management, and <br />disposal of hazardous waste. <br />® Printed on Recycled Paper <br />
