b. The Construction Workplan must specify that, in the event of a <br />construction emergency (e.g., fire, earthwork failure, etc.), the <br />Owner/Operator or Respondent will orally notify the Department within 24 <br />hours of the event and will notify the Department in writing within 72 hours <br />of the event. The written notification must, at a minimum, specify what <br />happened, what response action is being taken and/or is planned, and any <br />potential impacts on public health and/or the environment; and <br />C. Procedures to be implemented if unforeseen events prevent corrective <br />measure construction. For example, in certain circumstances both a <br />primary and secondary corrective measure may be selected for the <br />Facility. If the primary corrective measure could not be constructed, then <br />the secondary would be implemented. This section would thus specify <br />that if the primary corrective measure could not be constructed, then <br />design plans would be developed for the secondary measure. <br />8. Construction safety procedures should be specified in a separate Health and <br />Safety Plan. <br />9. Data Management and Documentation Requirements <br />Describe how analytical data and results will be evaluated, documented and <br />managed, including development of an analytical database. State the criteria <br />that will be used by the project team to review and determine the quality of data. <br />The Construction Workplan shall specify that the Owner/Operator or Respondent <br />collect and maintain the following information: <br />a. Progress Report Information <br />o Work Accomplishments (e.g., hours of operation, excavated <br />volumes, nature and volume of wastes generated, area of cap <br />completed, length of trench completed, etc.). <br />o Record of significant activities (e.g., sampling events, inspections, <br />problems encountered, action taken to rectify problems, etc.). <br />b. Monitoring and laboratory data; <br />Records of construction costs; and <br />d. Personnel, maintenance and inspection records. <br />
