Page 2
66262.20(a)/(b) CCR Failed to prepare manifests for transportation of hazardous waste
As stated above, Target is donating useable, viable product with inherent value to charitable
and community organizations to be used solely for its intended purpose. The products carry the
same labels as when packaged by the manufacturer. Target did not declare nor intend the
products to be waste in any manner; therefore, a hazardous waste manifest is not applicable.
66265.17 CCR Failed to manage incompatible waste in containers properly
As stated above, Target is donating useable, viable product with inherent value to charitable
and community organizations to be used for solely for its intended purpose. Target did not
declare nor intend the products to be waste in any manner.
Target appreciates the inspection findings that incompatible products are being stored together
and is taking steps to ensure that incompatible products are segregated prior to their donation to
charitable organizations.
66265.52 CCR Contingency plan incomplete
Please find the enclosed completed contingency plan.
In summary, Target recognizes and would like to express that there is a known "market" for the
donation of useable, viable products, a market consisting of charitable and community
organizations. For this reason, Target, in a nationwide program has been actively donating
useable, viable products to charitable and community organizations so that the products can be
used exactly in the same manner as any other businesses or persons who would purchase and
use the products. Target's donations fill a humanistic and economic need that would otherwise
result in a void for these organizations. These organizations have come to anticipate, appreciate
and depend on Target's donation programs. And, in fact, charitable and community
organizations pursue Target on a regular basis to request that they be added to our donation
program.
On a national and regional basis, Target has proprietary donation contracts with nationally
recognized charitable organizations. On the local level, some of our donation programs are
based on agreements with local charitable and community organizations.
At any level, giving back to the community though our donation program is a wining program for
the community, the environment and Target.
Sincerely,
TARGET CORPORATION
Jennifer Ry nowski
National Manager—Stores Compliance and Programs
Enclosed: Contingency plan
Environmental Services, 33 South Sixth Street, CC3425, Minneapolis, MN 55402
