Filbert, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> 808. Observed 2 Universal Waste (UW) fluorescent lamps removed about 2 weeks ago according to <br /> generator; the lamps were not stored in a container. Universal Wastes, including aerosol cans, lamps, <br /> alkaline batteries, mercury containing switches, CRT, electronic devices, etc. shall be stored in a closed <br /> container that prevents breakage and release to the environment, and the waste containers shall be <br /> marked to identify the type of Universal Waste and demonstrate the initial date of accumulation. <br /> Universal waste shall be managed within one year of storage. Immediately correct per this section. <br /> Violation was corrected on site. <br /> 812. Copies of Universal Waste disposal records were not found on site. A copy of the disposal <br /> receipts of Universal Waste, including but not limited to lamps, alkaline batteries, mercury containing <br /> switches, CRT, and electronic devices, shall be retained on site available for inspection for 3 years. <br /> Generator stated the last time he had generated any Universal Waste were 12 lamps last spring, which <br /> he took to the landfill at Harney Lane (which they accepted) but were not given any disposal receipt. <br /> Generator stated he will begin retaining a copy of all Universal Waste disposal records for the three <br /> years on site from now on. Violation was corrected on site. <br /> NOTES <br /> Facility generated 2,200 pounds of hazardous waste in 2012. Facility generates hazardous waste from <br /> its Chromium, Copper, and Nickel plating operation, of which waste including spent acid and alkaline, <br /> floor sweep, polishing wheels, waste filters, and sandblast waste. <br /> Discussed with generator that hazardous waste properties and size of metal particles must be <br /> determined before they can be recycled as scrap metal. Hazardous metal particles 100 microns or <br /> smaller cannot be recycled but must be handled as hazardous waste. <br /> Verified there is no floor drain connected at the plating shop. <br /> Discussed with generator the labeling and storage requirement of a satellite accumulation area, which <br /> the generator claimed for a 5-gallon bucket of floor sweep at the buffing area. <br /> Discussed what constitutes as a Conditionally Exempt Small Hazardous Waste Generator (CESQG) <br /> which the generator claims to be, and the requirement to manage hazardous waste within 3 months <br /> when the total accumulative amount exceeds 100 kilograms (approximately 220 pounds, or 27 gallons) <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> Jeffrey Wong (209) 468-0335 <br /> EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
