OBSERVATION: A complete modified contingency plan was not posted at the facility. The modified contingency plan was missing the name and telephone number of the emergency coordinator, and the location of the spill control equipment. REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator,the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San Joaquin County Environmental Health Department that the correction is complete. This is a repeat violation, Class II. 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION: Designated facility signed and dated copies of Uniform Hazardous Waste Manifests (UHWM) were not found on-site. The missing manifests are: 013304833FLE(11/7/2019), 013304834FLE (11/7/2019), 013304836FLE(11/7/2019), 013304835FLE (11/7/2019), 014705940FLE (6/1/2020), 014705942FLE (6/1/2020), and 014705941FLE (6/1/2020). REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Locate the destination facility signed manifests listed above and maintain in the facility file for three years from the date of shipping. Send a copy to the San Joaquin County Environmental Health Department(EHD). This is a repeat violation, Class II.
