Holt of California invoice SWO80267023(1-10-2018) indicated that a new oil filter was installed into a <br /> machine. Shawn Ross, Facilities Manager, stated that if a machine breaks down and leaks, the spill and the broken <br /> machine is cleaned up by a maintenance company and taken off site back with them. <br /> No disposal records for oily absorbent or used oil filters were observed during the inspection. Per California Health <br /> & Safety code(HSC)25163, a valid hazardous waste transporter license is required to transport hazardous waste. <br /> Per Title 22 California Code of Regulations (CCR)66266.130, oil filters that are not completely drained need to be <br /> managed as hazardous waste. If the oil filters are completely drained, they can be disposed of via recycling. A bill <br /> of lading needs to be left with the facility for drained oil filters. Per 22 CCR 66266.130 (c)(5), a bill of lading needs to <br /> indicate: the generator and transporter, the receiving company names, addresses and telephone numbers, the <br /> quantity and size of the used oil filter containers transferred, and the date of transfer. <br /> Immediately make a hazardous waste determination on any waste that is generated through the repair companies. <br /> If the waste is deemed to be hazardous, manage according to hazardous waste laws and regulations. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on the day of inspection. The report was amended by <br /> the EHD. The amended report replaces the initial report. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the amended inspection report. <br /> Note: violation 102 was added <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209) 468-3420. <br /> Waste streams: used oil, absorbent, oil filters, parts washer <br /> Any hazardous waste generated by maintenance is picked up by third party maintenance businesses. The <br /> forklifts are serviced by Toyota and Holt. The loaders are serviced by Pape Machinery. The facility had the <br /> receipts required but the receipts did not indicate how much waste was generated during each visit.
