Facility Certification of Return to Compliance <br /> Target store T0853 <br /> 2 <br /> can still be used as intended and have not been discarded. We have made arrangements with designated <br /> charities to provide them with the opportunity of taking these retail products and providing them to their <br /> clients so that they can be used, rather than discarded. The charity, Human Services of San Joaquin <br /> County,collects the products from the Reverse Logistics area on a routine basis. When the charity comes <br /> to a Target store,they are to select those products which they believe can be used by their clients. <br /> Because these products are at all times intended to be used as products,they are not subject to the waste <br /> storage requirements at the time of donation. Target does not and will not use its charitable donation <br /> program to dispose of hazardous waste to a charity. <br /> Target also has program to address any remaining products that are not selected by the charity. We ask <br /> outside experts to assist us by collecting these products, sorting those which are hazardous waste and <br /> preparing the hazardous waste manifests to insure their safe and proper disposal. Target has retained <br /> Clean Harbors for this purpose which makes routine visits to each store for this purpose. Consistent with <br /> our program objectives, we bear additional costs for our environmental program because we designate <br /> items as environmentally sensitive that are not ultimately hazardous waste, so that we can have the <br /> experts at Clean Harbors insure that all such materials are handled appropriately. <br /> We hope you will help us with this program. Target has a long history of supporting charitable <br /> organizations and recognizes the important service they provide to the County. When those charities can <br /> use our products,they both assist a community in desperate need, and they conserve valuable resources <br /> by using products for their intended purpose, rather than having them unnecessarily occupy hazardous <br /> waste facilities or other landfills. We also believe the County and Target share these goals. Target also <br /> believes that it can reach a consensus with the County to insure that our mutual objectives are met. <br /> 66268.7(a)CCR <br /> Land disposal restriction form was provided to Andy Vargas to be retained with the final waste manifest, <br /> number 003302542JJK, on March 13`h. I have included a copy of the paperwork for your records. <br /> 66265.16 CCR <br /> Team members are trained on proper handling and emergency procedures relevant to their <br /> responsibilities, per small quantity generators regulations in CCR 66262.34(d)(2). The executive team <br /> lead of Human Resources has a report to demonstrate times of training. <br /> 66273.14 CCR <br /> The store has a designated position for the Central Return Center(CRC)pallet, for all items sent out for <br /> electronics recycling. A sign is posted in this area with the wording"UW-electronic devices". The bill of <br /> lading will be used to demonstrate compliance with the accumulation start date requirements for small <br /> quantity handlers. <br /> 66273.15 CCR <br /> The box with used fluorescent lamps was marked with an accumulation date the day of inspection; March <br /> 10th <br /> 66262.34(d)(2) CCR <br /> Contingency plan with emergency contact information is posted nearby phones in receiving and on Team <br /> Member bulletin board. I have included a copy for your records. <br /> Section 117600 et seq., HSC <br /> Our pharmacy sends pharmaceuticals to Carolina Logistics for processing as allowed by the California <br /> Medical Waste Management Act. The pharmaceuticals are not waste. We have no reports of any <br /> incidents involving damaged packaging causing the contents of the packaging to be released to the <br /> Environmental Services, 33 South 6th Street, CC-3735, Minneapolis, MN 55402 <br />
