For the purpose of establishing appropriate response procedures, this SPCC Plan classifies
discharges as either"minor"or"major,"depending on the volume and characteristics of the material
released.
A list of Emergency Contacts is provided in Appendix G. The list is also posted at prominent
locations throughout the facility.A list of discharge response material kept at the facility is included
in Appendix I.
5_1 Response to a Minor Discharge
A "minor" discharge is defined as one that poses no significant harm (or threat) to human health
and safety or to the environment. Minor discharges are generally those where:
0 The quantity of product discharged is small (e.g., may involve less than 10 gallons of oil);
0 Discharged material is easily stopped and controlled at the time of the discharge;
a Discharge is localized near the source;
a Discharged material is not likely to reach water;
0 There is little risk to human health or safety; and
0 There is little risk of fire or explosion.
Minor discharges can usually be cleaned up by Pape Trucks on-site personnel. The following
guidelines apply:
Immediately notify the General Manager.
Underthe direction of the General Manager, contain the discharge with discharge response
materials and equipment. Place discharge debris in properly labeled waste containers.
C] The General Manager will complete the discharge notification form (Appendix H) and
attach a copy to this SPCC Plan.
If the discharge involves more than 42 gallons of oil, the General Manager or other
designated person will call the following:
► Environmental and Facilities Manager, 541-337-3364 (cell)
Bryan McCampbell (Regional Manager): 541-341-3344 (office)
► General Manager, 661-323-2931 (cell)
John Bernadicou 800-876-2241 (office)
► Fire Department: 911
French Camp, California
► Evergreen Environmental Services: 800-972-5284
2355 Main Street, suite 230
Irvine, California 92624
PAPE TRUCKSOI10998 30.HARLAN FAD FRENCH CAMP,CA 95231 '-
PAPI5SPCC.07E•SPCC PLAN Page 28
JUNE 29,2007
