The facility has an <br /> Aerosolv Can Puncturing System.The Aerosolv unit mounts directly into a 2 inch bung on a 55-gallon drum.The <br /> residual liquids from each aerosol can drains directly into the drum. <br /> REGULATION GUIDANCE: <br /> (4) The handler ensures that the processing operations are performed safely by developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. This procedure shall, at a <br /> minimum, include all of the following: <br /> (A) The type of equipment to be used to process the universal waste aerosol cans safely. <br /> (B) Operation and maintenance of the unit. <br /> (C) Segregation of incompatible wastes. <br /> (D) Proper waste management practices, including ensuring that flammable wastes are stored away from heat and <br /> open flames. <br /> (E) Waste characterization. <br /> CORRECTIVE ACTION: Develop and implement a written operating procedure describing the safe processing of <br /> universal waste aerosol cans including all details listed in the REGULATION GUIDANCE above. Provide a <br /> copy of the procedure to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> 3010 OBSERVATION: The facility is having California Waste Recovery, Galt, CA 95632 haul waste wood utility poles and <br /> the provided receipt dated 4-30-20 does not include the disposal site for the wood waste. The disposal site is <br /> needed to demonstrate that the HSC 25143.1.5 exemption is being met. <br /> REGULATORY GUIDANCE: California Health&Safety Code section 25143.1.5 <br /> (a) For purposes of this section, "wood waste"includes poles, crossarms, pilings,fence posts, lumber, support <br /> timbers,flume lumber, and cooling tower lumber. <br /> (b) Any wood waste, previously treated with a preservative,that has been removed from electric, gas, or telephone <br /> service, is exempt from the requirements of this chapter if all of the following conditions are met: <br /> (1) The wood waste is not subject to regulation as a hazardous waste under the federal act. <br /> (2) The wood waste is disposed of in a composite-lined portion of a municipal solid waste landfill that meets any <br /> requirements imposed by the state policy adopted pursuant to Section 13140 of the Water Code and regulations <br /> adopted pursuant to Sections 13172 and 13173 of the Water Code. <br /> (3) The solid waste landfill used for disposal is authorized to accept the wood waste under waste discharge <br /> requirements issued by the California regional water quality control board pursuant to Division 7(commencing with <br /> Section 13000)of the Water Code. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> FA0009889 PR0514084 SCO01 09/30/2020 <br /> EHD 22-02 Rev.9/16/2020 Page 10 of 11 Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
