Ms. Kim Schwab '2' <br /> FINANCIAL ASSURANCES FOR CLOSURE, <br /> POST-CLOSURE,AND CORRECTIVE ACTION COSTS <br /> CORRECTIVE ACTION <br /> The County is self-insured through the County Self-Insurance Trust Fund for anticipated <br /> corrective action costs. The costs for corrective action are based on the installation of a"pump <br /> and treat" system to mitigate groundwater contamination, including the initiation and completion <br /> of such measures. These costs are updated annually to reflect inflation factors (Table 2). <br /> The cost of installing a landfill gas(LFG)collection system,which is a potential corrective <br /> action measure to mitigate landfill gas impact to the groundwater, is not included in the County <br /> Self-Insurance Trust Fund amounts,due to the likelihood that these systems will be required for <br /> reasons other than corrective action. It is anticipated that Federal Clean Act(40 CFR Part 60- <br /> New Source Performance Standards)nonmethane organic compound(NMOC) emission limits of <br /> 50 Mg/year will be exceeded at the Foothill Landfill in the next four years, and that the <br /> North County Recycling Center and Sanitary Landfill may exceed these limits in 2010. Funding <br /> for these projects,when needed, ,N ill be provided by Certificates of Participation, scheduled to be <br /> issued before May 27,2003. <br /> If engineering evaluation determines that the most appropriate corrective action for groundwater <br /> impact due to release of LFG is a LFG collection system, funding for these systems will be <br /> provided through the Certificates of Participation rather than the County Self-Insurance Trust <br /> Fund, and operation and maintenance costs for the LFG collection systems will be paid from the <br /> Solid Waste Enterprise Fund. If the systems are installed,the cost of post-closure maintenance <br /> will be revised to reflect operation and maintenance of the systems. <br /> If any additional information is required,please call me at(209) 468-3066. . <br /> Sincerely, <br /> U(A <br /> W.
