August 9, 2002 GRAnr m
conmumon
Steven Shih ( : lompnnusiNcE
304 E. Weber St. 3d Floor
922
Stockton CA, 95202
RE: Burn Material Progress Report
Dear Steven:
Per your request I am writing this letter to inform you of the current status of the burn
material excavated on our leased property in Tracy in 2001. As we discussed on the
phone on Friday August 2, 2002, there have been additional developments regarding this
material.
On June 24`h we began the process of removing this material to the Forward Landfill in
Manteca, CA. At this time I began to complete the information required by Forward to
accept the material. Unfortunately review by Forward personnel determined that the
STLC as performed by Kleinfelder, and the results of which were the basis for the
decision to send the material to Forward Landfill, was inadequate. Kleinfelder's testing
was completed using di-ionized water and not citric acid as required by the landfill. I am
in contact with Brad Bonner of Allied Waste, and they are assisting in helping us verify
the Kleinfelder results. At this time we have collected additional samples and are
retesting the material for both STLC and Totals for lead and copper using the correct
testing procedures.
At this time the material is currently stored on, and covered with, visqueen plastic. As
soon as I receive additional information on the results of the retesting I will contact you.
If you have any additional questions or concerns, I can be reached at (209) 982-4716 ext.
103.
Thank you,
! z,-.. cc;? /"if
Deb Keeland
Plant Engineer
Cc: Danny Deveraux
Geoff Boraston
Stockton Branch
Box 151
Stockton,CA 95201
(209)982-4750
FAX(209)983-1257
