Representatives of <br /> Forward Landfill discussed these events with you during a meeting at your office on <br /> August 15, 2002. <br /> Back rg ound <br /> • On June 24, 2002 Granite Construction(Granite) had submitted to Forward, Inc. <br /> (Forward) information on some burn material that they proposed to send to Forward <br /> Landfill for disposal. This information included STLC test results for the material <br /> using distilled water extraction. <br /> • The distilled water extraction test results for lead were ND. <br /> • On June 25, 2002, Forward personnel advised Granite that the distilled water <br /> extraction was not appropriate and that they should analyze the material using the <br /> standard acid extraction. <br /> • On June 25, 2002 Granite sent three loads (approximately 60 tons) of the material to I <br /> Forward Landfill. Granite sent the material with manifests indicating that the l <br /> material was previously approved demolition material. <br /> • On July 2, 2002 Granite sampled burn material from another stockpile for STLC <br /> analysis using the standard acid extraction. <br /> • The July analysis indicated that this other stockpile contained 5.9 ppm soluble lead. <br /> • On August 2, 2002 Granite advised Forward of the 5.9 ppm soluble lead results. <br /> • Forward began immediately to investigate this matter to determine the nature of the <br /> material that Granite had delivered on June 25, 2002. <br /> • We have established that the only analytical information on the subject material is the <br /> distilled water extraction test data. <br /> Summary <br /> • Granite delivered approximately 60 tons of a material, not characterized by the citrate <br /> acid STLC test to Forward Landfill. <br /> recycled paper <br />
