Burn Ash Material Page 1 of 1
Robert McClellon [EH]
From: Boraston, Geoff
Sent: Tuesday, September 03, 2002 1:50 PM
To: Robert McClellon (E-mail)
Subject: Burn Ash Material
Robert,
This is the narrative you requested regarding the three loads of burn ash material hauled to Forward landfill.
• Material was excavated by Tosco Oil during relocation of oil pipeline. Robert McClellon visited the site the
day material is excavated and requests a sampling and disposal plan for material.
• Kleinfelder completes sampling and analysis under a County approved sampling plan dated June 13, 2002.
Kleinfelder performs sampling and analysis and reports results.
• Kleinfelder report dated October 17, 2001, concludes the material is".. suitable for industrial use or to be
disposed of in an appropriate landfill'and "would not be a hazardous waste based on its metal
concentrations analyzed per 22 CCR 66261.14."A copy of this report was sent to the County.
• Material was covered for the wet season due to access problems. County notified of schedule.
• June 24, 2002 - Granite foreman begins to make arrangements to remove material. Debbie Keeland
(Granite Plant engineer) sends material information including Kleinfelder report to the Forward landfill.
• June 25, 2002-The Granite foreman learns Granite has an Acceptance No. from Forward landfill for
construction debris and acting on Kleinfelder's conclusions, ships three loads of material to the landfill in
the morning and early afternoon. Debbie Keeland learns of shipment and stops further off haul pending
discussions with Forward landfill. Joe Griffith (Forward landfill) advises Granite that Kleinfelder substituted
de-ionized water for citric acid and Granite needs to run an STLC (WET test) on lead using citric acid and
not DI water.
• The stockpiled material is sampled and tested by Kleinfelder. The STLC results for lead are reported by
Kleinfelder as 5.9 mg/l. Note, these results are not for the loads accepted at the landfill. The only tests
results available for those loads are those in the October 17, 2001, report that report an STLC DI water
extract result of less than 0.5 mg/I.
• Granite notifies landfill of results. Landfill notifies their Lead Agency.
• The remaining material was re-sampled and STLC results were 5.3 mg/l.
• We will notify you in advance of disposing of the remaining material.
Please call me if you have any questions.
Geoff
Geoff Boraston, P.E.
Environmental Manager
Granite Construction Inc.
P.O.
