SA-93-41 <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the-above <br /> referenced project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated non-attainment by the EPA <br /> and the California Air Resources Board for the following pollutants, PM10 (fine <br /> particulate matter) and O, (ozone). <br /> The applicant should be aware that composting has the potential to create <br /> objectionable odors. If not properly operated, organic gases can be produced in excess <br /> amounts. Any proposed composting operation must be designed and operated in a <br /> manner that will preclude the generation of nuisance odors. The source of odors that <br /> become a nuisance are subject to a violation pursuant to District Rule 4102. <br /> The applicant should also be aware of the SJVUAPCD's Regulation Vill, which will <br /> become effective December 10, 1993. The intent of Regulation Vill is to reduce the <br /> amount of PM10 entrained into the ambient air as a result of emissions generated from <br /> anthropogenic (man-made) fugitive dust sources by requiring actions to prevent, <br /> reduce, or mitigate PM10 emissions. This project will be subject to the rules included <br /> in Regulation Vill if construction occurs on or after the effective date.
