The Scotts Company
and Subsidiaries July 19, 2001
Mr. Mike Huggins, R.D.I., R.E.H.S.
Supervising Environmental Health Specialist
Public Health Services c
San Joaquin County
304 E. Weber Ave.
Stockton, California 95202
Subject: Amendment to Report of Compost Site Information, G
Facility Permit No. 39-AA-0026
Dear Mr. Huggins;
Effective August 30, 2001 the O.M. Scotts&Sons Company will begin
receiving unground greenwaste at our Linden facility. The purpose of this letter is
to request L.E.A. approval of an amendment to our R.C.S.I. which currently
requires incoming greenwaste (yard trimmings) to be processed within 72 hours
of arrival at our site.
We request that the allowable time greenwaste can be.stored on site prior
to processing be increased to twenty(20) days. In this way an adequate amount
of greenwaste can be accumulated to allow 2-3 consecutive days of grinding. The
current condition of three (3) days of accumulation would require that we operate
the grinder 1-3 hours per day three times per week.
We have reviewed the California Integrated Waste Management Board
Title 14 regulations and believe our request is reasonable. All other conditions of
our Solid Waste Facility Permit will remain in effect. This additional incoming
greenwaste will not cause us to exceed our permitted tons per day nor our
permitted traffic volumes per day. This requested change will not compromise
any of the specific permit conditions concerning odor or fire. The materials will
be processed earlier if either unpleasant odors develop and migrate off-site or an
imminent fire hazard develops.
In advance, thank you for your prompt attention to our request. You may
reach me at (209) 887-3845 with questions or comments.
Sincerely,
'q, /,-,/
Aaron Leach
Plant Manager
The 0.M.Scott&Sons company•Hyponex Corporation• P.O.Box 479•Linden,CA 95236
