Board Meeting <br /> Agenda Item i 1 <br /> April 16-17.2002 Attachment 5 <br /> CALIFORNIA INTEGRATED T MANAGEMENT BOARD <br /> Resolution 2002-166 <br /> Consideration Of A Revised Full Solid Waste Facilities Permit (Composting Facility) For The Scotts <br /> San Joaquin County Regional Composting Facility, San Joaquin County <br /> WHEREAS, the San Joaquin County Environmental Health Department acting as the Local Enforcement <br /> Agency(LEA), has submitted to the Board for its review and concurrence with, or objection to,a revised <br /> Solid Waste Facility Permit for the Scotts San Joaquin County Regional Composting Facility, San Joaquin <br /> COunty. and <br /> WHEREAS, the proposed permit is to allow the following: an increase in traffic from 25 to 30 vehicles per <br /> day and an increase in yard waste processing time from three days to seven days; and <br /> WHEREAS, the San Joaquin County Community Development Department, acting as the Lead Agency, <br /> prepared a Negative Declaration, State Clearinghouse #1 993 102034 for the proposed project; and <br /> WHEREAS, the LEA has certified that the application package is complete and correct,and that the <br /> California Environmental Quality Act(CEQA)document that was prepared for the project supports the <br /> changes proposed by the permit; and <br /> WHEREAS, the Board finds the proposed permit is consistent with CEQA; and <br /> WHEREAS, Board staff have evaluated the proposed permit and application package for consistency <br /> the standards adopted by the Board; and <br /> WHEREAS, the Board finds that all state and local requirements for the proposed permit have been met; <br /> NOW,THEREFORE,BE IT RESOLVED that the California integrated Waste Management Board <br /> concurs in the issuance of Solid Waste Facility Permit No. 39-AA-0026, for the Scotts San Joaquin <br /> County Regional Composting Facility. <br /> CERTIFICATION <br /> The undersigned Executive Director, or his designee, of the California Integrated Waste Management Board <br /> does hereby certify that the foregoing is a full. true, and correct copy of a resolution duly and regularly <br /> adopted at a meeting of the California Integrated Waste Management Board held on April 16-17, 2002. <br /> Dated: ApriL 16, 2002 <br /> Mark Leary <br /> Executive Director <br />
