Odor Impact Minimization Plan
Linden, CA
Introduction
The Scotts Company receives its green waste from Sacramento Feed Stock. The
feedstock consists of green material, yard trimmings, and wood waste as they
are defined in 14 CCR 17852. All incoming feed stock is checked for physical
contaminants. Green waste is stored in designated areas until ground by a
contractor. After the green waste is processed it is stored in rows 15' wide by
300' long. Water is added and turned by scarab or front-end loader to achieve
temperatures of at least 131°F. After its composting period (8-12 weeks), the
compost is processed through a '12 inch screen. Over size particles obtained from
screening are placed back in to the un-ground green waste pile to start the
process again.
Finished product is transported to the mixing pad to be incorporated with other
ingredients and form our potting soils.
1. Odor Monitoring Protocol.
0 Proximity of odor receptors.
Undeveloped land and vineyards surround the site (See Map). The Closest off-
site receptors are, to the North a home approximately 3 Miles away, to the South
homes approximately 5 miles away, to the East pasture and undeveloped land
and to the West vineyards along the property line and a Mobile home/office
approximately %12mile away.
0 Method of assessing odor impacts.
Each day the operator will evaluate on site odors at the downwind property line.
These observations will be recorded on our Weekly Environmental Checklist. If
an objectionable odor is noted, on site practices will be reviewed to determine the
source of the odor and the corrective actions required to minimize off-site impact.
Downwind off-site receptors will be visited to determine impact only when
objectionable odors are noted at the property line.
2. Meteorological conditions
0 Wind Velocity.
Historical wind data indicates prevailing winds from NNE at an average speed
of 8 mph. During the winter months, January to April, wind speeds increase
and are more often out of the West. During these months row turning and
water addition to green waste is kept to a minimum. Rows are not turned
during days of heavy rain or wind.
The Scotts company 7/23/2003
