Flood Road, Linden (No. 39-AA-0026) <br /> Environmental Health Division (EHD) staff has reviewed the Scotts San Joaquin County <br /> Composting Facility Report of Composting Site Information (RCSI). The following elements <br /> of the RCSI were determined to be incomplete or in question: <br /> 1 . Is the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) requiring <br /> a permit to construct or a permit to operate? What is the anticipated date the facility <br /> will switch from the diesel tub grinder to the electric tub grinder? Can the diesel tub <br /> grinder be used only for 6 months out of the year? <br /> 2. Have you prepared the Stormwater Pollution Prevention Plan (SWPPP) and Stormwater <br /> Monitoring Plan (SMP)? Please provide this Department with a copy. <br /> 3. If the existing well adjacent to the composting area becomes inoperable, will Scotts <br /> connect onto the other well on the site? Are the wells currently connected to each <br /> other; according to the Linden Peters Five District memo dated June 8, 1988; they <br /> are. If they are connected, both wells will have testing requirements to meet the <br /> public water system regulations. <br /> 4. Describe measures taken to control Aspergillus fumigatus or Aspergillus flavus. <br /> 5. It appears that the existing sanitary facilities may not be close enough in proximity for <br /> the composting employees to utilize. Provide a chemical toilet. <br /> 6. Will drinking water be provided for composting employees? <br /> 7. Safety vests and safety boots must be worn by all composting facility employees; in <br /> addition to the safety equipment stated in the RCSI. <br /> 8. Will Scotts rent a Scarab, front loader, r any other needed equipment needed in an <br /> emergency?
